This bandwidth is typically referred to as CIR or Committed Information Rate. Basically the CIR is allocated to a site as long as is actively using the bandwidth, otherwise it is available for use by the sites on the network as part of the burstable access, hence creating the cost effective broadband satellite internet connection.
